Rubble and foam under kitchen cabinets?

Hi folks,
I've finally got round to laying the kitchen floor and...
Took away the skirting around the bottom of the kitchen units and behind it found loads of rubble and foam material.

Is this lazy builders or does it serve any purpose at all?
The fact they built the units directly on top of the old carpet says a lot to me...
The foam stuff, i suppose might be for moisture?

Found Discarded dried up sandwichs, ciggy cartons and copies of the Sun Newspaper, in the past, nothing new . :lol:
 
No surprise there, see things like this all the time. Electricians and plumbers waste in the loft is the most common. :)
