Rust in bottom of radiator

I've a radiato in a small outbuilding. The radiator has quite a bit of rust olong the left hand lower 2". It has been touched up once by previous owner. Is this a sign that radiator is shot i.e rusting from inside - am I wasting my time trying to clean it all up & repainting?
