Is there anything I can do (allowed to do....) to improve the rust spots developing on this external housing? Also, are there any particular requirements for the type of filler or mastic for the gap between the housing and the brickwork?

Two pics should be embedded in this post, and apologies if there is a more appropriate forum.

You're going to need more detail and a pic for this one.

It is a Portway fan flued gas fire.

OP: There is no reason why you cannot use any exterior paint on it. Be careful not to spray into the vent.

There is no particular requirements for the seal. Mortar or silicon is fine.

Verine Quasar ;)

Sooo - just wire brush the loose paint and rust, and then a lick of Hammerite or similar.

Is a DIYer allowed to remove the cover plate (two top screws visible in the lower pic) for better access??

Thanks!!!

Yeah. Verine and Portway are the same but different names, slightly different trim options. So Portway could have 2 sales outlets in the same town without an obvious problem with competition driving down retail prices.

Technically, I suppose you should not. But there are FOUR screws, the 2 you saw, plus two underneath. Make sure to isolate from electrics first, and do not touch anything inside. Don't do the work in a rainstorm :) DO NOT attempt to remove the outer trim.
