Is it a paintable paper ?.. If so Id paint the iron stains with solvent based undercoat, feathering out to blend and emulsion again. If its a finished pattern, afraid the only option is to strip paper and paint the stains with something stronger than stain blocker.. usually solvent based undercoat or better some rust resisting metal primer...(not hammerite or anything glossy)
