sabre HE29 boiler

Hello
I have selected the DHW knob on the front panel on my boiler
The fault my with my Sabre HE29 boiler is I am not getting any Hot water, the boiler fires up as normal but CH comes on. I have changed the diverted valve problem not solved.picture attached

So why is the boiler on with combustion chamber door removed
