That's looks like a Salus RT500RF (RX) which is old. However, it still has the indicator lights on the front, and the power 'on' light isn't lit. So it appears not to be receiving power.
The back of it should look the photo below.
When you say "Inside is just a wiring connection" do you mean that the receiver isn't connected and there are some separate terminals inside used like a junction box? If so this isn't the item responsible for controlling your heating.
Is there another receiver somewhere, perhaps built in to the boiler?
