I seriously overfilled a repair with two part wood filler and have tried sanding it with my electric sander using P40 but it's not doing much.

What's the best tool / method to use please?

Thanks

A 40 grit paper should make mincemeat of any filler......80 grit usually is fine.
Use aluminium oxide paper and keep it unclogged.
If you have a Surform you could maybe have a bash with that.

With 2 part wood filler, you need to sand it down within about 20 minutes (less on a hot day) or you're stuffed. It will sand down eventually with 40grit, but it'll take time. Do you have an eletric planer.

Needs to be left at least 20 mins to ensure it's hardened, not a problem to sand hours or days later.
