Sanding down old plaster?

Hi everyone
I'm Rob, new here. I'm not a plasterer nor a tradesman of any kind and am looking for some advice.
I've been googling for ages and always get sent to this website so here goes!

We've moved into a council house, and managed to get our baby's bedroom replastered as it was aweful, however they won't budge on any other room and they are horrendous.

We have protruding lines of plaster around the windows in the lounge and bedroom and a big potruding line down the middle of a wall, I can only describe it as though the house's own weight is pushing the plaster outwards!? Unlikely, but the best way to describe! They aren't badly patched chase marks they just stick out?

It is my last resort to use anaglypta but I'm wondering if I can sand these stupid lines out to make the wall even. Re-plastering of any kind is out the window as i'm in my third year of uni and don't work full time so a DIY fix is my best hope.

Any help is appreciated, sorry for the long post.

post some pics for us to look at if the lines are really proud it may be best to take them out and fill, but post some pics so we can actually see what is the best option
