Sanding Oak worktop- getting fuzz after wiping down

I'm in the process of preparing a section of oak worktop before coating with Osma topoil.

The worktop came pre-sanded to 150grit but didn't feel totally smooth. I've then sanded it with 240 grit which makes it feel very smooth. I then hoovered it to pick up dust and wiped it with a damp cloth prior to oiling it to pick up the remaining dust.

However, the damp cloth seems to lift fibres in the wood so it feels slightly rough again. I've tried re-sanding it again and wiping it again with the same result. Is this to be expected? Should i just apply the first coat of oil and then sand it again to flat it before applying the second coat, or am i doing something wrong by wiping the worktop with a damp cloth?

What about a tack cloth? Some have something like linseed oil on them so a test would be good
