Satin not covering!

Hi, I am trying to paint a wooden bath pannel white with satin but the satin just will not cover! I sanded and undercoated the wood first and aloud the undercoat to dry overnight. The satin just sits ontop of the wood rather than soak in and it seems to be collecting up leaving bubbles of unpainted areas!
Any ideas whats causing this? I have used the same undercoat and satin on the rest of my woodwork ie skirting boards and its covered fine!

which undercoat did you use?

was it water or oil based? what about the satin? Is it emulsion or satinwood?

did you wipe the undercoat with extra fine paper?

how long has it dried?
