I need to lay a screed floor over Xtratherm PIR insulation and UFH and am wondering what perimeter upstand to use. Building control has requested 30mm PIR - will this deal with thermal expansion of the screed or do I need to use an additional expansion foam strip?

If they want 30 mm of PIR, then use 40 mm of PEX and you can be certain that both their concern for insulation as well as your concern for expansion allowance will be taken care of without the cost and nuisance of fitting the foam.
You don't need any additional foam strip.
