Screeds and DPM's

I have a small (2x2.5m) outhouse which I am converting to a utility room - it is single brick with a concrete floor the surface of which is only a couple of inches below the top of the damp proof course. I would like to ensure that there is no water penetration through the floor before tiling - I thought I would first put down a DPM on the floor and using a flashbanding to tape it a couple of bricks up I would then screed (san and cement mix) the floor about 1 inch to level the floor. I had a couple of questions if someone would be kind enough to help.

How does the dpm adhere to the concrete floor?
Is it OK to screed on top of the DPM, will it adhere?- is there any prep before screeding - perhaps PVA?

The weight of the floor screed hold it down, will need at least 50-75mm thickness.

Is it OK to screed on top of the DPM, will it adhere?-

Yes.

is there any prep before screeding - perhaps PVA?

Just make sure no sharp object which might tear or cut the dpm, a layer of soft sand will prevent this if you need to.

Also make sure the dpm pass over the dpc to prevent damp entering.

When you say outhouse, I take it you mean a building away from your property? If so, I can't advise you regarding electric cable size etc, you can ask the question on here in the electric section.
