screen warning pipe elbow

Whilst trying to locate a new lid for an old CW tank, I encountered "screen warning pipe elbow" as part of a kit of bits for installing a F&E tank.
Please can someone tell me what a "screen warning pipe elbow" is, what its for etc. Something to do with Bylaw 32?

I think it's bylaw 30. The screen inside the elbow is to prevent insects crawling up the overflow pipe and setting up home in the tank.

I've never heard of a bylaw kit for an f&e cistern, only for the main cold water storage. I'm happy to be educated though :)

I suspect I confused where the overflow kit would be used, since I was looking for a cover for an F&E tank, and stumbled upon this screen warning item in the process. Just wondered what it did.
