Scumble glaze can be either of a water/acrylic or oil based medium, and they have many uses from such applications such as marbling ragging and rag rolling. The oil scumbles are more associated with the highlighting of Lincrusta, not an aspect of decorating that I would recommend a diy'er attempt.
