Sealant under bath screen

Afternoon guys. Shower screen has been leaking more or less since we moved in. Decided to remove it completely & start from scratch.
First photo is bottom of the shower screen where it sits on the bath. The two bits that are folded over are they supposed to be there (I didn't fit it)? There was a blob of sealant under it too? Is that supposed to be there too? That's where it is leaking, where the screen swivels to & fro.

I understand you don't put sealant on the inside of it & only the outside. Anything else i should or shouldn't do when I refit it? Cheers in advance

The bits at the bottom are part of the seal but having been trapped under the base would have caused it to leak . Cut away .
