a thin layer of soil that is exposed to the air will also absorb moisture from the top of the concrete, which (while it is curing) will make it weaker. the plastic sheet prevents this.

It doesn't need to be anything fancy, a few plastic carrier bags laid out or sliced flat will do the trick.
