Self binding gravel problem??

I redesigned a part of my garden a few months ago and used self binding gravel on a type1 sub base for a circular path. When it was all laid I used a whacker plate to compact it.

With the heavy rain and hailstone showers we have been getting this month, I have seen that the surface of the path is all like it's been pricked, and what was the reasonably smooth surface, is now looking rough.
Is there anything that can be done about it or should I just leave it and hope it goes flat again.

I reckon however well compacted, rain will always lift a non porous surface, you see it on paths and tracks in parks and other public places.
