setting new toilet/whb on ceramic floor

I am installing a new suite in my bathroom which has a ceramic tiled floor.
This is not perfectly level - just slightly off.
How best do i ensure that the toilet and whb pedestal are level and do not rock before securing them down. Do I bed them in something like Plumbers mate or is there any other material that would be better.

I would use strips of hi-load DPC under one edge of the pan, and then a good quality sanitary silicone sealant to take up any gaps.
