am building my extension and want to know when i am setting out my joists out should i set out the first one against my blockwork should i leave a small gap say 20mm this would let the spark to put his cables under the floor without drilling through them? cheers

if they are first floor joists, then leave a 50mm gap.

this will allow room for the hanger* to sit on the outside wall. it will also allow easy access to the fixings even after the wall has been plastered.

it may be a useful space for the plumber too.

the joists are sitting on 4 inch blockwork with wallplate
i mean the other wall (parralell with the joist)

yes, i realize you are talking about the parallel wall, as you referred to a gap when setting out.

if you are using hangers on the opposite wall then this gap will allow room for the width of the actual hanger.

when i built my block foundation the inner leaf was 9 inch bloc wich stopped at wallplate height and the other leaf forms my inner wall
