setting up a customer pre-payment scheme.?

Hello all.Greetings from the frozen north (Newcastle-upon-tyne).A few engineers around here are setting up pre-payment schemes similair to BG.Am i being soft,or is it possibly nothing but a pain.
1.checking everyone pays every month.chasing them up
2.Possible litigation off upset customers.
3.Sorting out a contract,consumer credit act etc,
these are the first probs that spring to mind.Your thoughts please.

I have had customers refuse to pay after the work was completed. I then tell them 'no problem, I'll just remove the washing machine valve that I fitted' without turning the water off.
Somehow they always want to pay.

Rings a bell, Was an everyday thing with them.
Can remember having the police out to one of their jobs before for that reason they signed the job sheet agreeing hourly rate then don't want to pay.
