Shallow shower trap problems

Recently we unscrewed the shallow rose to clean the trap. It was screwed back and a leak developed!!!

This is a new installation.

I have looked at it and it appears to be (partially?) sealed with silicon, but have no idea if a locking nut was supplied ? It doesn't look as though it was and therefore this can't be a robust design or installation?

As everything has been tiled and finished, any practical suggestions please?
 
They normally screw in from the top, with a rubber washer underneath. It sounds like you have taken the wrong piece out for cleaning.
