my neighbour and I live in a conversion with a shared rising main. The neighbour has fixed an external tap, after the stop cock but before the first point of entry into the building and the spur that splits the two flats supply
The tap fitting sits in the well of my basement property, where the mains enters the building this means that in order for him to gain acess he has to use my steps.
He refuses to fit a return valve and leaves the hose permanently attached with the tap turned on relying on the stop flow on the hose to shut down the flow of water.
Thames water inform me the supply can not be metered as the water supply to the building is as when it was built as a single dwelling.
Is any of above legal?
