Shared Water Supply Advice

Like a lot of others on the forum we have an 1880s end terrace with shared supply. When next door flushes the toilet, the dishwasher in our place cuts out. Water Co wants '000s to run a separate supply + sort out the internal pipework after. Question - is it going to be easier to keep the mains shared supply for the heating boiler (which works fine) + kitchen cold tap and install a header tank for the cold water for the remaining toilets/taps/shower etc ? It would save digging up the pavement, shared hallway, my floor etc.
