Shaver socket in bathroom cabinet

Hi, I am having new lighting installed in my bathroom and would like to install a cabinet with a shaver point and LV light.
However the electrician who whould be doing the job informed
me the he would have to run a seperate wire from the fuse box. I always
thought that you could use the lighting circuit. Is he trying to rip me off?
Would be grateful for any input.

They may be no earth wire in the cable for the lighting circuit as it wasnt required back then. So the Electrician will have to run a new circuit for the bathroom cabinet back to the fusebox or run a separate earhting conductor to the cabinet lights and connect into exisitng lighting circuit which isnt ideal.
