For air B&B properties this is a totally standard arrangement for when the property is empty, also on night storage heaters.

The biggest problem is some hirers think they are doing a good thing by lifting the DO NOT SWITCH OFF cover on isolators and switching them off.

You could use a bog standard smart relay to drive a contactor which then switches the load, it'll need a little wiring and some kind of enclosure though.
This tends to be the way it's done.
 
Also one of the horsmann units had a physical switch for boost without any timer involved in that setting.

Not the unit I was thinking about but this modern version looks like both elements could be left on 24/7 (Subject to of peak being active)

Has no one read the requirements?

OP wishes to be able to remotely switch the heater off when unnoccupied which is a very common requirement for AirB&B properties, there is no need to retain a tank full of hot water for days or weeks on end.

Without personal experience of them I don't know, however with the top switch on what is there to stop the heater being enabled?
With the bottom switch on what is there to stop the heater being enabled during cheap rate E7?

That feels like 24/7 to me.

All I can see you're offering is a timer on the boost. Unless you're suggesting that as the only method of control (one which I personally think would be a silly and unreasonable system) how does that switch anything off?
