shocking workmanship

A pensioner next door asked me to take a look at his new boiler installation and i was shocked at what i saw.
It was installed in the bathroom and had a vertical flue has it passed through the roof i could see daylight around parts of the flue letting in rainwater.
Also prv pipework 15mm was inserted into the condensate pipe under boiler, and the condensate pipe was sticking out of the external wall 2ft
not going into a drain or soakaway.
what can i advise him thanks is this illegal work he is so called gassafe we checked him out.
