Should I treat wood before laminating?

We're having new laminate put on.
Someone suggested treating the wood underneath.
It is worn in parts and wide gaps and some parts have decay of wood - this was covered with hardboard + wooden insulator.

If so... what should I go for, for treating? It seems a little expensive!

AND how long to dry? Is it dangerous because of odour? (The ones I have looked at said they were odourless.)

You need to lift a board or two and find out what's causing the decay. Wear and gaps are no problem. Decay could be !
