Should RCD have tripped?

The other day I was using a circular saw and I accidently cut through the cord, I didn't get a shock as I was only touching the platsic handle but the RCD in the CU didn't trip which I was expecting it should have. The saw was plugged into an extension lead which was plugged into a socket in the garage.

I have always thought the electrics in the garage were a bit dodgy, should the RCD have tripped? Should I use one of those plug in RCDs in future?
 
Possibly the saw was class II and it managed to cut the live wire without it shorting out via the saw blade.

I would say it is highly unlikely so definetly worth a check.
 
Simple.

If there is no earth involved, an Earth Leakage Circuit Breaker (the original name for RCD) will not trip.

The MCB or fuse may blow depending on:-
1) The angle of the cut through the cable.
2) The time taken to cut throgh the cable which can easily be less than tripping time.
