Should the bath taps be sealed?

I've just moved into a new place and there seems to be a gap between the bath taps and the tiles. Looks like there was once grout there.

Should I put silicone to seal the gap between the bath taps and tiles?

And I was taking photographs, I noticed this hard white stuff under one of the taps... what is that and what should I do with it...?!
