Should these isolation switches have guards

AIUI & IANAsparky and as the above video says - yes you can lock isolators however:
Those isolators are red and yellow, AFAIK that means they are for emergency isolation and should never be locked.
If they had black/grey handles then they would be for maintenance isolation purposes and locking them would be acceptable as per the Efixx video.

So, paint the handles black/grey and lock them/change them for maintenance purpose isolators or prevent access completely with a little fence to the entire area as JW suggests.

Today would have been a good day to turn the aircon off and put all the kids into the room that now does not have aircon to teach them the error of their ways. (If it's just heating then do it on a cold day).
 
An isolator is not usually for use in an emergency thats usually a stop button.

Aren't the grey ones usually for D.C.

I dont care anymore. As said above, I'll let them suffer the next time its switched off.
