Should this loft water tank have a lid on?

This is in the loft of the house we recently bought. It occurs to me that this will be taking in dust from the air in the loft, which could potentially make its way into the heating system.

Best to put a lid on it; also to lag it well to reduce the risk of it freezing in winter.
A relative in Canada had an open water tank in the house and discovered a dead pigeon in it!
 
It needs a lid and insulation, also assuming it is your central heating header tank, why is the water running?
 
And whilst you are up there, push down on the ballcock valve to make sure that it actually works.

Years ago I removed a customer's rad to decorate the front room. When I put it back I assumed that the system would fill itself. I didn't realise that the ballcock valve was stick. The pump on the boiler ended up running dry and blew.
