should water pipes be underground

I am having a shower and toilet room being built downstairs could you please advise me whether the water pipes and central heating pipes should be above the concrete floor or under, :oops: I am getting confused
 
Better to be above ground IMHO.

Any leaks will be apparent and you will have access to the joints for a repair. :D
 
thanks 4r ur reply I will now insist on the pipes being out of the concrete
 
You could form a duct in the concrete which makes things much neater!!
Poly pipe do a range of ducts and fittings!
