Shower cable size

Flats aren't "whole houses" though.
True, but one cannot necessarily draw definite conclusions from that. One of my daughter's "flat" is, I would think, appreciably larger than my other daughter's "house" (a tiny 18th century cottage)!

I'm pretty sure I've read here and elsewhere that its a good idea to go for larger cables so that the installation is working well within its capacity, and in case at some point in the future the homeowner wants to upgrade.

No one is going to "upgrade" to a 60 amp shower.
 
There was a time when it was often said that no-one would ever want to upgrade to a shower >32A.

Indeed. I don’t know what this obsession is with high power showers. I have a 6kW one and find in the summer I need to switch it to low.
