Yes I assume the MCB is on its limit. I have done a bit of working out today and the only way of laying a new cable would mean taking the cable out to the outside wall and back in again. I assume a 10mm cable is frost/water proof?
No - it is not sufficiently weatherproof.
It's OK in conduit, or you could use SWA.
