Shower Issue (with Pump) - Only kicks in when turning temperature dial back and forth

We have got a shower which is connected to a shower pump in our airing cupboard (Salamander Pump 96-021 38). The shower has a rainforest head and then a normal head.

Turning the left hand mixing dial turns the shower on/off and allows switching between the rainforest head and the normal head.
The second hand dial controls the temperature.

However, over recent weeks when you turn the shower on nothing happens (other than a small trickle of water - the same flow we get without the pump kicking in). It only properly starts when you move the right hand control back and forth slightly (and even then it takes a bit of time).

There's a grub screw on the right hand dial - I'm assuming gives me access to the cartridge inside. There's also a switch outside of the bathroom which allows us to turn the pump controls on/off (I don't know where the dials are to turn off the hot/cold water completely to the shower).

Any ideas what the problem might be / how we might fix it? Could it be any of the following:
  1. Blockage in pipework/shower i.e. limescale in showerhead?
  2. Stuck/stiff mixer valve i.e. replace cartridge?
Wonder if it might be number 2 because it works when turning hot/cold dial back and forth.
