Yup, would rarely be a blockage, but the diverter could be faulty or a pipe's kinked/squeezed.
Yup, the valve that diverts the water to either the overhead, the hand held or the body jets if it has them.
They are mechanical devices though and may be able to be stripped down. Little chance that you'd be able to get a replacement valve though I wouldn't think.
