sounds like the boilers not running constant.
your central heating boiler should be providing you with consistant hot water and this sounds like you need to get a heating engineer in to have investigate further as it could be a blocked heat exchanger, sensor fualt, burner pressure, shower mixer mixing, venturi, inlet pressure
