Not only is the ELCB undersized, I think your company fuse is also too small to take the additional loading of your new shower. My opinion is you should get your electricity supplier to up it to 100A to give plenty of capacity.

It depends on the electricity supply company as to what they charge. They may provide you with an earth terminal for a TN system in which case you probably won't need the 100mA RCD before the CU. Your electricity supplier should advise on this. You still need the 30mA RCD for the shower though.
