Is it ok to seal around the hole that 15mm copper pipe passes though for an outside tap?

Yes, seal on one side of the sleeve inside that the pipe pass through.
A sleeve is used for cavity wall in case a pipe burst inside the wall, the sleeve will channel water to outside.
