sleeving outside tap copper or plastic?

Not something I worry about!
Got 5 in my own place, unsleeved and been fine for 15 years!
 
It's a best practice approach for water, protection against things getting into the cavity and to cater for any expansion and if using mortar to seal for the corrosion factor. If it's just water through copper then just cover the pipe in tape and seal either end with a wall/gutter mastic & make the hole say 20mm.
 
I prefer to use sleeve cos if water pipe freeze in winter, it could spilt and leak water into cavity and you don't know it.

As well as a check valve and doc. And you can still sleeve it if you want to.
