Fitting an outside tap, do I need to sleeve the pipe?

I've bought an outside tap kit from HPS, in 15mm copper. I've heard a few people say to sleeve the pipe where it goes throgh the brick wall, either in 22mm copper or plastic tube. Other people don't mention it.
Is it necessary?
Is it worth filling round the pipe where it comes through the wall on the inside? It won't be visible.
Is it worth sealing behind the brass wallmount plate on the outside to stop any water seeping into the gap between pipe and hole?

1. yes it has to be sleeved
2.it is not necessary to seal around pipe

many people do many things and don't have a problem. the luck of the draw
 
would it be the old..cement/plaster can corrode copper

cant remember which one or both ?

no other reason i can think of

If folk say its best practice i'll need to know why

I use to sleeve water pipe going trough a wall..i stopped lately...obviuosly burying lenths of it,,,ie shower pipework is in conduit or at least in duck tape as i then slap browing or bonding straight on top....but we are not talking that here.....just a hole.

1.any building settlement/movement
2.cement/building material attacking the pipe which often results in corrosion
wiggikins please check building regs :D
 
pipe expansion, load bearing walls.
when doing work for our local water company we have to sleeve every pipe through any wall
 
as with a gas pipe, you would sleeve it to stop gas escaping into the cavity. so why would the same not be with water,how could you tell if water was escaping into the cavity.you wouldnt.
 
i can see water escaping into the cavity not being a good thing...
