Silicone window then paper or paper up to window and silicone?

So this question has been playing on my mind for a while now.

Do you guys as professionals, have the window silicone sealed and then paper up to the sealant or paper first then seal with the silicone?

If new windows, I would apply a thin bead of caulk before papering and then, if necessary, apply a bead of silicone afterwards. The problem with using silicone first is that it is waterproof and you can get issues with wallpaper paste adhering to it properly, which isn't the case with caulk.
When done the way I have mentioned, it isn't always necessary to apply silicone which, if you have a nice straight edge to your window, can look a lot neater, but there's nothing wrong with applying a nice narrow bead of silicone to finish it off if you prefer.
