silk over matt emulsion

It probably is due to the silk on matt factor - a light sanding is wise before applying different paint finishes. I don't know how many coats you have applied but you will need a minimum of two before you get a decent finish.
It could also be down to the quality of paint, the roller/brush you have used, uneven application or the paint drying too quickly.
