Hi there all my walls have been painted with magnolia silk emoltion..do I have to rub it down in order to apply white matt as my finish?

Lightly sand the walls down before painting.

I'm going to ask a stupid question. What happens if you DONT wipe down/sand before painting. Does the paint just not take very well and you need to do 2 x coats to get a decent coverage ?
