Single Lever Mixer Tap Leaking

Hi.
My single lever mixer tap has been leaking for a while. Water trickling from below lever when off. I've tried to remove the top bit/lever and can't do so. The blue/red cap appears to not be removable and I'm scared to try to twist the base of the tap to see if I can access washer/cartridge. The pictures below show the branding on the tap (a triangle and then TP, 0135M, U/A. Is it possible for me to remove the lever and access the washer mechanism or do you think a tap replacement is required? It is pretty old.
