Size of joists for a floating decking area on a flat roof

I'm building a 10.3x3.3m decking area on my flat garage roof. I can't fix into the roof as it's obviously rubber/sealed so was thinking of laying 50x40mm timber down as the joists to fix the boards in to. Will these be adequate - they only need to serve as a purpose for securing the boards. Would I need to put strips of heavy duty damp proof membrane under each joist to protect the rubber roof from abrasion/wear from any minor movement?
