Skim over newly plastered and painted walls

Hi

I asked my dad to help me plaster one of my rooms as I have fallen short of time. I stripped the walls back to brick for him. He used bonding coat and then finish coat however, he managed to use bonding coat in some places instead of finish coat (specsavers appointment made!!). The walls were also painted white but I hate the finish. So I have sanded the walls back and now want to reskim them myself.

is this possible or do I need to use pva? I done our room a few years ago the same way, stripped back to brick and used bonding coat then finish and it came out fine.
