Skimming a wall

Hi there, Can anyone please tell me if it is possible to skim on top of skim. Sorry if that doesn't make sense complete idiot here

Yes it is, assuming original finish coat is sound.

As stated no problem if it's sound but dose it with PVA as normal; if the existing skim is unpainted, apply an initial cost the night before, then PVA as normal prior to re-skimming.
