I have an old cottage and there is no skirting board in the living room.
the plaster on the wall goes right to the floor.

There is a noticeable draught when you lift the carpet near the wall. I think it needs skirting board. Any one got any ideas on this?
Do I need to remove the plaster before fitting in a skirting board?
bit stumped on this so any help would be appreciated :)

Thats one of the reasons for skirting - just fix some tight to the floor over the plaster. It'll help with the draught and also prevent carpet marking too.

IF the plaster is neat then Just lay it on the top. If the cottage is old (or even if its not) thne its proably not very square so you may need to get inventive with fitting it.

Personally I like to screw the boards to the wall as you can get them in tight.

A power mitre saw is invaluable for doing the job. always remember to make test cuts first (makes sense to have plenty of scrap) to test the angles (may not be 90`).

You proably want traditonal 4" boards, dont buy cheap outside seasoned wood, as it will dry and warp and pull off the wall (this is worse the wider the boards). Local quality timber merchant, pay the extra!
