Skirting to be put above flooring?

Hi
We've had a new floor screed put on. We will be having engineered wood boards over it. The carpenter has just put on all the skirting boards, but shouldnt the flooring go in first, and then the skirting goes on top of the flooring?

For the best finish, yes, skirting goes on after the floor, so there is no gap visible at the edges.
Not impossible to do it the other way, but that leaves the possibility of a gap at the edge, and some kind of moulding to cover it.
 
The carpenter said he can cut away the bottom of the skirting to fit the floor under. Does that sound like a bodge? Is it time-intensive (ie costly)?

Yes and yes .
Ask him how he will get the final planks in with the skirting on?

Yes for ease and presentation the skirting should go on after the floor
